Does Pluto's 248 Year cycle limit how often we can reincarnate?

Rad, I am interested in exploring how often Souls reincarnate. In the book 'Evolutionary Astrology' on page 153 it says, "In general, it takes eight lifetimes to work out or through the specific evolutionary and karmic intentions reflected in the main karmic/evolutionary axis within the birth chart. Thus, since there are eight primary phases, the phasal relationship between Mars and Pluto correlates to how many lives have preceded the current one that we are living relative to those intentions. These are primary lives: life-times in which the core evolutionary and karmic intentions are being directly worked on.

There are also what I cal subsidiary lives that occur after a primary life, in which those intentions are worked on indirectly in various ways. Thus if the Mars/Pluto phase is in First Quarter, for example, this would correlate to an individual who had two previous primary lifetimes working on the main karmic and evolutionary axis exhibited within his or her birth chart, the current life being either the third primary life or a subsidiary life in which this was occurring..."

If we were in a strictly linear progression - if Pluto is strictly in a certain House & Sign for 8x3 lifetimes then we could only back every 228-272 years, which would mean 27x250yrs = 6,750 years to complete one main Karmic/Evolutionary axis .

In my chart I have Pluto 6D 45M Virgo 3rd House conjunct North Node 27D 15M Leo 3rd House, with Mars at 17D 56M Virgo 3rd. So I am strictly speaking focusing on my Pluto with no Polarity Point but I am only early New Phase with Mars 11 degrees from Pluto, and as Mars is not conjunct Pluto then it would be considered a subsidiary lifetime. So I am focusing on the Pluto placement lessons even though it is early in the phasal progression.

Is all of this a correct interpretation? or is it not that linear? and Can a soul be concurrently progressing thru different main Karmic/Evolutionary Axis (Specific Pluto Placement) journeys in alternating lifetimes?
